Job Description:
Contemporary Guidance Services, Inc. a not- for-profit organization serving individuals with disabilities is seeking an experienced, dedicated professional for the position Director of Corporate Compliance and Program Administration.

The Director of Corporate Compliance and Program Administration reports directly to the Executive Director and will be responsible for ensuring that all CGS programs meet or exceed the highest regulatory and legal standards of all funding agencies.   
   
Duties will include:

Managing the Day Habilitation Program; oversee enrollment and the development/implementation of the Day Habilitation Plans, the provision of quality services, and staff management. Establish clear expectations for all Day Habilitation staff;review emergency procedures and
contingency plans and keep staff training and development updated.

Act as the Medicaid and HIPAA Compliance Officer; provide training for all CGS employees about compliance with the regulations of Medicaid, OMRDD, VESID and the New York City Department of Health and Mental Hygiene. Identify high-risk compliance areas such as billings, payments, medical necessity, quality of care, governance, mandatory reporting and credentialing in human resources management.

Maintain records and statistics in accordance with the federal, state and city funding requirements and complete all reports and documents in a timely manner. This person will have the fiduciary duty to enforce a CGS Corporate Compliance Plan that is effective and that meets the regulations of the Commissioner of Health, the Medicaid Inspector General and the US Department of Health (HIPAA).

The successful candidate has a MA or MS degree in social work, psychology, counseling, vocational rehabilitation or related social services field.   A minimum of eight to ten years’ executive, administrative or managerial experience in the field of developmental disabilities, of vocational rehabilitation,with special emphasis on quality assurance and corporate compliance.

Comprehensive in-depth knowledge of and direct familiarity with, OMRDD, SED, Medicaid and Medicaid Waiver rules, and HIPAA rules and regulations, incident management, and the Mental Hygiene laws, especially Jonathan’s Law(Sections 33.23 & 33.25)and Part 624.

Experienced writer with excellent communication skills; ability to present and interpret program goals and be able to detect errors and resolve compliance problems. Demonstrated ability to establish and maintain positive and productive working relationships with all levels of Staff, Funders and Board of Directors.
